D.    24412 Southfield Road - Request to build and operate a new oil change business on vacant land on east side of Southfield Road between Silver Maple and Stratford.

1.    PCZR25-0001 (CONDITIONAL REZONING – PUBLIC HEARING) is a request of Ali Merhi, IMI Ventures, to conditionally rezone a vacant parcel at 24412 Southfield Road, Southfield, Michigan (Parcel 24-25-151-020) from OS Office Service to B-3 General Business.

2.    PSP24-0011 (REVISED SITE PLAN REVIEW) is a request of Ali Merhi, IMI Ventures, to construct and operate a new oil change business at 24412 Southfield Road, Southfield, Michigan (Parcel 24-25-151-020).

E.    29410 Northwestern Highway – A substantial revision to site plan PSP23-0016 approved 11/17/23 to permit renovation of an existing building for an operation that is a combination of permitted uses (private club & restaurant) and special uses (smoking lounge and bar/lounge), project is now a demolition and completely new build.

1.    PSP25-0001 (SITE PLAN REVIEW) is a Site Plan Review request of RYCACO Development LLC, to permit construction of a new building for an operation that is a combination of permitted uses (private club & restaurant) and special uses (smoking lounge and bar/lounge) at 29410 Northwestern Highway, City of Southfield, Michigan (Sidwell Parcels 24-07-326-009).

F.    21375 Telegraph Road - Request to rezone property back to I-1 Industrial removing the previously approved Overlay Development District PZRODD22-0005, as that ODD project has failed to go forward.

1.    PZR25-0001 (REZONING – PUBLIC HEARING) is a request of Virgo Commercial Properties LLC, to rezone the parcel at 21375 Telegraph Road, Southfield, Michigan (Parcel 24-32-400-028) from ODD (PZRODD22-0005) back to I-1 Industrial.

G.    27600 Northwestern Highway - Request to rezone property from RMU Multiple Family High Rise to RS Regional Shopping. The actual use has historically been governed by the Landmark Consent Judgement 1972 (as amended); this consent judgement is in the process of being vacated.

1.    PCZR25-0002 (REZONING – PUBLIC HEARING) is a request of the GHG Detroit LLC, to conditionally rezone the parcel at 27600 Northwestern Highway, Southfield, Michigan (Parcel 24-17-426-012) from RMU Multiple Family High Rise to RS Regional Shopping.

H.    16400 JL Hudson Dr - Request to rezone property from RS Regional Shopping to ODD Overlay Development District to permit a renovation and reuse of the property for mixed use including apartments and support services for The New Foster Care along with commercial and office uses.

1.    PZRODD25-0001 (OVERLAY DEVELOPMENT DISTRICT REZONING – PUBLIC HEARING) is a request of Henry Yandt Construction and The New Foster Care, to rezone the property to ODD Overlay Development District to permit renovation and reuse of the property at 16400 JL Hudson Drive, Southfield, Michigan (Parcel 24-36-177-001) to permit mixed-use including apartments and support services for The New Foster Care along with commercial and office uses.

J.    Public Comment – A person addressing the Commission shall be limited to a period of three (3) minutes unless such period of time is extended by the presiding officer or by majority vote of the Commission. 

The following Rules of Procedure have been established for all speakers:  

  •  No speaker may make personal or impertinent attacks upon any officer, employee, or Planning Commission member, that is unrelated to the manner in which the officer, employee, or Planning Commission member, performs his or her duties.
  • No person shall use abusive or threatening language toward any individual when addressing the Planning Commission.

Any person who violates this section shall be directed by the presiding officer to be orderly and silent.  If a person addressing the Planning Commission refuses to become silent when so directed, such person may be deemed by the presiding officer to have committed a “breach of the peace” by disrupting and impeding the orderly conduct of the public meeting of the Planning Commission and may be ordered by the presiding officer to leave the meeting.  If the person refuses to leave as directed, the presiding officer may take whatever actions are necessary to remove the person from the meeting. Call in number for Communication will be provided the night of the meeting.
