CITY OF SOUTHFIELD 

Program Year (FY) 2015-2020 Consolidated Plan Amendment 

Program Year (FY) 2019 Annual Action Plan Amendment 

Citizen Participation Plan Amendment 

On March 27, 2020, The Coronavirus Aid, Relief and Economic Security Act (CARES Act), Public Law 116-136, was signed by President Trump. The CARES Act makes available supplemental Community Development Block Grant (CDBG) and Emergency Solutions Grant ESG-CV funding for grants to prevent, prepare for, and respond to Coronavirus (COVID-19). These grants provide flexibilities for CDBG/ESG grantees to expedite the use of grant funds to help address the challenges facing our nation during this historic public health crisis. 

The Southfield’s first allocation of funds under the grants will be $256,818 (CDBG-CV) to be used to prevent, prepare for, and respond to COVID-19. The Housing Department will administer the funds. The City of Southfield must submit an amended PY 2015-2020 Consolidated Plan, PY 2019 Annual Action Plan to include the CDBG-CV funding and Citizen Participation Plan to include a minimum 5-day comment period. 

The Southfield City Council will hold a public hearing on June 22, 2020 at 6:00 pm to obtain public comment on the proposed Substantial Amendments to the Citizen Participation Plan, the FY 2015-2020 Consolidated Plan, and the FY 2019-2020 Annual Action Plan. 

Proposed amendment to the FY 2019-2020 Annual Action Plan to include Community Development Activities and Use of CDBG-CV Funds as follows: 

Activities Allocation 

Administration $ 38,522 (15%) 

Business Support $ 51,364 (20%) 

Public Safety $ 89,887 (35%) 

Public Services $ 77,045 (30%) 

TOTAL $256,818 (100%) 

The City of Southfield encourages public participation in the development of the CARES Act CDBG-CV Program Plan. To provide an opportunity for that participation, the City of Southfield invites parties to review and comment on the proposed Substantial Amendments to the: Citizen Participation Plan, 

FY 2015-2020 Consolidated Plan, and FY 2019 Annual Action Plan, during the upcoming public comment period. 

In accordance with HUD guidelines, the proposed CARES Act CDBG-CV Plan for the City of Southfield must be published for no less than 5 calendar days for public comment before it is submitted to the U. S. Department of Housing and Urban Development (HUD). The 5-day comment period will begin on June 15, 2020 and extend through close of business June 22, 2020. On June 22, 2020, a virtual Public Hearing will be held at 6:00 pm. The public hearing will be available to view on the City of Southfield Website.
