D. 19991 W 12 Mile Road (Demolition of vacant branch bank and construction of new Kroger Fuel station) – Public hearing held May 22, 2024, postponed to this meeting for applicant to respond to issues raised and additional deliberations.

1. PCZR24-0002 (PUBLIC HEARING-CONDITIONAL REZONING) is a request of The Kroger CO of Michigan to conditionally rezone the parcel at 19991 W 12 Mile Road, Southfield, Michigan (Parcel 24-14-101-227) from B-2 Planned Business to B-3 General Business.

2. PSLU24-0009 (PUBLIC HEARING-SPECIAL USE) is a Special Use request of The Kroger CO of Michigan to construct and operate a gas station at 19991 W 12 Mile Road, Southfield, Michigan (Parcel 24-14-101-227).

3. PSP24-0005 (SITE PLAN REVIEW) is a Site Plan Review request of The Kroger CO of Michigan, to construct and operate a gas station at 19991 W 12 Mile Road, Southfield, Michigan (Parcel 24-14-101-227).

E. 21246 8 ½ Mile and 21251 Midway (Rezoning two platted lots and the rear of a third lot from R-1 Single Family to R-T Attached Single Family, a total of 1 acre) – Public hearing held June 26, 2024, postponed to this meeting for applicant to respond to issues raised and additional deliberations.

1. PZR24-0006 (REZONING) is a request of Maximillian Neuser to rezone two parcels located at 21246 8 ½ Mile Road, Southfield, Michigan (Parcels 24-34-326-018 & -019) and the rear 91 feet of 21251 Midway Avenue (Parcel 24-34-178-006) from R-1 Single Family to R-T Attached Single Family.

F. 19111 W. 10 Mile Road (Renovation of vacant office building for commercial and multiple family residential use)

1. PZRMUCD24-0001 (PUBLIC HEARING - MIXED USE CORRIDOR DISTRICT REZONING) is a request of Joseph Novitsky, JSN Architecture on behalf of A&A Business Group LLC, to rezone the parcel at 19111 W. 10 Mile Road, Southfield, Michigan (Parcel 24-26-126-028) from OS Office Service to MUCD Mixed Use Corridor District to permit renovation of the vacant office building for a mixture of commercial and multiple family residential uses.

G. 25826 Southfield Road (Addition of beer/wine/liquor sales to an existing gas station/convenience store)

1. PSLU24-0015 (PUBLIC HEARING - SPECIAL USE) is a request of Mobile Southfield LLC to add beer/wine/liquor sales to an existing gas station/convenience store at 25826 Southfield Road, Southfield, Michigan (Parcel 24-24-301-001)

2. PSP24-0012 (SITE PLAN REVIEW) is a request of Mobile Southfield LLC to add beer/wine/liquor sales to an existing gas station/convenience store at 25826 Southfield Road, Southfield, Michigan (Parcel 24-24-301-001).

H. PTZA24-0004 (PUBLIC HEARING) is a Zoning Ordinance Text Amendment to amend Title V, Zoning and Planning, Chapter 45, Zoning, of the Code of the City of Southfield by amending Article 5 – Section 5.62-B; to delete provisions related to keeping of animals and add reference to the Chapter 113 Animals – Section 9.76; related to the keeping of animals other than pets (that Chapter to be amended separately).

J. Public Comment – A person addressing the Commission shall be limited to a period of three (3) minutes unless such period of time is extended by the presiding officer or by majority vote of the Commission.

The following Rules of Procedure have been established for all speakers:

  • No speaker may make personal or impertinent attacks upon any officer, employee, or Planning Commission member, that is unrelated to the manner in which the officer, employee, or Planning Commission member, performs his or her duties.
  • No person shall use abusive or threatening language toward any individual when addressing the Planning Commission.

Any person who violates this section shall be directed by the presiding officer to be orderly and silent. If a person addressing the Planning Commission refuses to become silent when so directed, such person may be deemed by the presiding officer to have committed a “breach of the peace” by disrupting and impeding the orderly conduct of the public meeting of the Planning Commission and may be ordered by the presiding officer to leave the meeting. If the person refuses to leave as directed, the presiding officer may take whatever actions are necessary to remove the person from the meeting. Call in number for Communication will be provided the night of the meeting.
